One of the most common questions we hear from customers in Dubai is: "If I get Starlink, will WhatsApp and FaceTime calls work?" It is an understandable question — Starlink is satellite internet, so many people assume it sits outside the usual UAE rules. It does not. This guide explains how calling apps, content rules and VPNs work on Starlink in the UAE, so you know what to expect before you buy.
Starlink in the UAE is a licensed, regulated ISP
Starlink went live for customers in the UAE in March 2026, and the Telecommunications and Digital Government Regulatory Authority (TDRA) has since granted it a 10-year licence to provide satellite broadband to individuals, businesses, government entities, and the maritime and aviation sectors. According to The National, Starlink operates "within the UAE's established regulatory and technical frameworks" — the same oversight that applies to e& and du.
In practice, that means Starlink gives you coverage, not a different set of rules. The TDRA's existing policies on unlicensed VoIP (internet calling) and restricted content categories apply to Starlink users just as they apply to home fibre or 5G users.

Will WhatsApp and FaceTime calls work on Starlink?
You should not expect Starlink to "unblock" WhatsApp voice/video calling or other unlicensed VoIP apps. Tech site tbreak, in its UAE Starlink guide, says users should expect calling apps to behave much as they do on Etisalat and du. WhatsApp messaging, voice notes, photos and file sharing generally work as normal; it is the live calling features of unlicensed apps that may be restricted.
The good news: plenty of calling and meeting apps are permitted by the TDRA and work well over Starlink's low-latency connection.
Calling apps reported as permitted in the UAE
| Use | Apps (per Gulf News / Khaleej Times TDRA lists) |
|---|---|
| Family & personal calls | BOTIM, Voico, Comera, GoChat Messenger, HiU Messenger |
| Work meetings | Microsoft Teams, Zoom, Google Meet, Cisco Webex, Slack, Skype for Business |
| Education | Blackboard, Zoom, Microsoft Teams |
| Operator-based | Etisalat CloudTalk Meeting (paid e& plan required) |
These lists were published in 2022–2024 and may change. Check the TDRA website or your app's official guidance for the latest status.
VPNs on Starlink: be careful
Some buyers think satellite internet plus a VPN is a way around UAE rules. That is risky. Under Article 10 of Federal Decree-Law No. 34 of 2021 (the UAE cybercrimes law), using a fake or third-party IP address to commit a crime or avoid detection can lead to imprisonment and/or fines of AED 500,000 to AED 2,000,000, as highlighted by the UAE Public Prosecution. Companies using VPNs for legitimate, secure business access is common, but using one to bypass restrictions is a legal grey zone you should avoid. This is general information, not legal advice — if you are unsure, ask a UAE legal professional.
Content filtering still applies
Websites and services that are blocked on UAE fibre and mobile networks should be expected to be blocked on Starlink too. If a site doesn't load on your home Wi-Fi, don't buy Starlink expecting it to work there.
Practical tips for clear calls on Starlink in the UAE
- Get a clear view of the sky. Use the obstruction check in the Starlink app. Short dropouts from obstructions are the number one cause of frozen video calls.
- Use Ethernet for your work laptop if you take long meetings, or keep the laptop close to the router. Wired options differ by kit, so check which ports or adapters your kit needs before you set up.
- Keep the dish cool. UAE summers push close to the Mini's rated 50°C maximum. Mount it with airflow and avoid placing it on hot dark surfaces.
- Pick the right plan. Residential plans started from around AED 230/month at launch; The National more recently reported Residential from AED 300/month. Prices change, so confirm current plans in the Starlink app.
- Remember the land-mobility rule. Using Starlink in motion on land is not permitted in the UAE — set up while parked, not while driving.
Which Starlink kit for home calls and remote work?
For a flat or a small villa, the Starlink Mini (AED 1,499 at our store, currently in stock) is compact — about 29.85 × 25.9 × 3.85 cm and roughly 1.1 kg — with a built-in Wi-Fi router, IP67 rating and 25–40 W average power draw. For larger homes or several people on calls at once, compare the Standard kits in our Starlink collection. Read our Starlink Mini UAE price guide for a full breakdown of costs.

FAQ
Does Starlink bypass UAE internet restrictions?
No. Starlink is licensed by the TDRA and operates under the same regulatory framework as other UAE internet providers, including rules on VoIP and content.
Can I make WhatsApp calls on Starlink in Dubai?
Don't count on it. Expect WhatsApp calling to behave the same as on e& or du. Messaging, voice notes and media sharing generally work; for calls, use a permitted app such as BOTIM, Teams or Zoom.
Is it legal to use a VPN with Starlink in the UAE?
Using a VPN to commit a crime or avoid detection is punishable under Article 10 of Federal Decree-Law No. 34 of 2021, with fines of AED 500,000–2,000,000. Avoid using a VPN to bypass restrictions.
Is Starlink good enough for Zoom and Teams calls?
Yes, in most cases — provided the dish has a clear view of the sky. Obstructions, overheating and weak Wi-Fi inside large villas are the usual causes of call problems.
